Job Summary
Manages, coordinates and administers the day-to-day activities for police records and emergency communications. Manages storing, auditing, validation, retrieval, and purging or destroying of police records. Oversees dispatch communications services including transmitting and receiving messages for and from law enforcement and safety staff utilizing the communications network in accordance with the Federal Communications Commission (FCC) regulations.
Essential Functions
Researches, studies, and maintains current knowledge of laws and regulations governing the handling and storage of police records, chain of custody, and crime property and/or evidence. Examines police records for clarity and accuracy. Maintains financial records for University traffic violations. Analyzes the effectiveness of existing work procedures, methods, and equipment utilized and recommends appropriate changes. Collaborates with others to respond to external records requests per appropriate guidelines. Responds to Kansas Open Records Act (KORA) requests according to state statute. Ensures compliance with Department of Justice (DOJ) audits. Interprets and manages the records management system according to Kansas Bureau of Investigation (KBI) standards. Trains staff in record management practices as applicable. Complies and analyzes data. Monitors the operation of the base station two-way radio in order to maintain continuous contact between officers and other law enforcement and/or public safety agencies; utilizes appropriate radio codes and phraseology; utilizes techniques for the proper methods of receiving and transmitting messages using two-way radio. Coordinates emergency communications during and after disaster incidents and other extreme conditions; monitors security alarms, National Weather Service teletype and computer weather notification services in order to dispatch the appropriate resources. Assists with the development and training of law enforcement communications processes and procedures ensuring compliance with applicable state and federal regulations. Communicates public safety information with University and community as needed. Oversees the daily operations of the department staff, ensuring compliance with the University, state, and federal laws, policies, and regulations; manages staff work allocation, evaluations and training.
Job Duties
- Performs higher level dispatch communications services including transmitting and receiving messages for and from law enforcement and safety staff utilizing the communications network in accordance with the Federal Communications Commission regulations. Makes work assignments, reviews work of other employees, and assists in training new employees.
- Supervises staff and monitors the operation of the base station two-way radio in order to maintain continuous contact between officers and other law enforcement/public safety agencies; utilizes appropriate radio codes and phraseology; utilizes techniques for the proper methods of receiving and transmitting messages using two-way radio.
- Works with communications staff who listen to the content of simultaneous multiple voice transmissions; monitors the status and location of on-duty staff through the use of radio contacts, maps, and duty rosters.
Coordinates emergency communications during and after disaster incidents and other extreme conditions; monitors security alarms, National Weather Service teletype and computer weather notification services in order to dispatch the appropriate resources. - Sends, relays, and receives inter and intra-state information; operates multiple law enforcement information systems using proper codes and formats. Maintains logs, records, and required reports in conformity with federal, state and local laws and regulations and University policy.
- Assists with the development and training of law enforcement communications processes and procedures ensuring compliance with applicable state and federal regulations. Communicates public safety information with University and community as needed.
- Supervises emergency communications staff schedules, training, audits and evaluations.
Required Education and Experience:
- High school diploma or equivalent
- Three (3) years of experience in records management, law enforcement communications or related field, with one (1) year of experience in a lead or supervisory role
Required License/Certifications/Training:
(To be obtained within 6 months of hire)
Kansas Criminal Justice Information System (KCJIS) and National Crime Information Center (NCIC) certifications
Incident Command System (ICS) 100, 200, 700, 800, 400 and Terminal Agency Coordinator (TAC)/Local Agency Security Officer (LASO) certifications
Knowledge, Skills and Abilities:
- Ability to maintain thorough knowledge of center rules, directives, regulations, memoranda, SOPS, policies, geography, departmental organization, facilities, FCC regulations, E911 procedures, and federal, state and local laws and ordinances related to this position.
- Ability to maintain thorough knowledge and understanding of law enforcement communication procedures and computer applications.
- Ability to understand and follow the philosophies, principles, and practices of personnel training and administration; and to assess training needs and develop necessary training programs.
- Excellent interpersonal and communication skills, including providing advice and directions and dealing with the public under adverse conditions.
- The ability to read and interpret weather information, teletypes, and maps.
- The ability to handle multiple calls at one time under stressful situations.
- The ability to assign, instruct and review work of subordinates and establish and maintain effective working relationships with associates and the general public.
- The ability to plan, implement and manage a public safety communication system.
- The ability to gather and analyze information and prepare reports or come to conclusions in a concise and comprehensive manner.
- The ability to receive, interpret and follow instructions.
- Ability to operate a teletype, radio communications, telephone for deaf, CAD and other related dispatcher equipment.
- Computer skills are mandatory. Must be familiar with Record Management Systems, Word, Excel, and Windows.
- The ability to access information through the KCJIS Web Portal. Familiarity with FCC rules and regulations and licensing procedures.
Physical Requirements:
Ability to remain in a stationary position. Ability to communicate with others and accurately exchange information. Ability to operate a computer and other office equipment including but not limited to phone, printers, copiers, and calculators.
